James was born in Rockport, Texas on December 30, 1939. He lived to be 77 years young. James was a minister for the Bayside Church of Christ and a longtime member of the Rockport Church of Christ. He was a graduate of the Whites Ferry Road School of Preaching. He later graduated with his Bachelor's degree in Business Administration from Texas A & M University Corpus Christi (formerly Corpus Christi State University.) James "the water well man" was the owner-operator of Ballou's Water Well Service, following in his father's footsteps, and he served Aransas County residents most of his life. James is among a long line of Ballous who were founders of the Lamar and Rockport area, going back 160 years.

James was preceded in death by his parents Albert Lee Ballou and Esther Mae Eddins Ballou Lockhart. James was married to his loving wife Noralene for nearly 51 years. He had five wonderful children: Audra D. (Ballou) Ude; Rachel D. Ballou Bowmer (husband Tim); James K. Ballou II (wife Tara); Rebekah A. Ballou; Joanna D. (Ballou) Thomison (husband Bobby).

James is survived by his brother Jack L. Ballou (wife Lynda) and his sister Linda Jane (Ballou) Klein and he was preceded in death by his brother Jerry Ballou and John Ballou.

James was affectionately known as Poppa/Papa to his many grandchildren and great-grandchildren. Grandchildren: Brittany (Billy) Jalomo; Ashley (Gaston) Rougeaux-Burnes; Samantha Johnson; Kylie (Rhys) Hauge; Allison Ballou; Katie Ballou; Chance Burdett; Faith Monroe; Bobby Thomison, Jr.; Michael Thomison; Bradley Allen; Courtney Allen; Wyatt Thomison

Great Grandchildren: Halen Jalomo, Hendrix Jalomo; Zaylee Rougeaux-Burnes; Jayden Thomison

Viewing and visitation will occur from 2:00 to 4:00 p.m. at the Charlie Marshall Funeral Home in Aransas Pass, Texas on Friday, October 20, 2017. The memorial service will be held at 2:00 p.m. on Saturday, October 21, 2017 at the Charlie Marshall Funeral Home in Aransas Pass, officiated by Robin Wright.
